TATTI™ South Africa 2026 Country Assessment: Measuring Trust Deficits, Institutional Delivery and Transformation Risk
05 Oct 2026
South Africa scores 65.6 on the TATTI™, which means High trust-deficit exposure. National credibility has improved on electricity, debt and financial integrity. Jobs, municipal services, crime and anti-immigrant mobilisation still shape daily experience. With local elections on 4 November 2026 and the Madlanga final report due 16 November, October 2026 to March 2027 is the highest-risk window.
The TRT Africa Trust & Transformation Index™ (TATTI™) rates South Africa at 65.6, which is High trust-deficit exposure. Six of the eight pillars sit in the High band and none is Critical.
The national picture has improved. Eskom had gone 490 consecutive days without load-shedding by 20 September 2026, public debt is projected to peak at 78.9% of GDP in 2025/26, and South Africa left the FATF grey list in October 2025. It also ranks 21st of 180 in the 2026 World Press Freedom Index.
Daily life has not improved at the same pace. Unemployment stands at 33.6% (47.4% among youth), and the economy contracted 0.2% in Q2 2026. Only 15% of municipalities achieved clean audits, and Johannesburg suffered water outages lasting more than two weeks. The most serious social warning sign was the anti-immigrant mobilisation around 30 June.
The assessment also scores the country's capacity to respond. The Trust Restoration Capacity Score™ is 53.3: institutions diagnose problems well but correct them slowly. The Transformation Delivery Gap™ is 59.4: delivery is strong where one national body controls the instrument, and weak at the municipal "last mile".
Two events fall in the highest-risk window of October 2026 to March 2027: the local government elections on 4 November 2026 and the Madlanga Commission final report due 16 November 2026. TRT recommends monthly monitoring of early-warning indicators and a full re-score in Q1 2027.
