South Africa's Two-Speed Trust Picture: National Stability Gains, Local Delivery Gaps
A new country assessment from the TRT Intelligence Institute describes South Africa's 2026 trust landscape as divided between a stabilised national centre and a strained local base. The report places the country at 65.6 out of 100 on its Trust & Transformation Index (TATTI), within the “High exposure” band.
National indicators have improved. Eskom reported 490 consecutive days without load-shedding by 20 September, with energy availability at its highest in six years. Gross debt is estimated to have peaked at 78.9% of GDP in 2025/26 alongside a 0.9% primary surplus, and the country exited the FATF grey list in October 2025.

Household-level measures tell a different story. Unemployment reached 33.6% in the second quarter, and 47.4% among people aged 15 to 34. GDP contracted 0.2% quarter-on-quarter, while August inflation of 4.4% remained above the 3% target, and the Reserve Bank raised the repo rate to 7.25% on 23 September. "National institutions have rebuilt credibility, but households experience the state locally," said Messan Mawugbe(PhD), Lead Analyst at the TRT Intelligence Institute.
Local government features prominently. In the Auditor-General's 2024-25 review of 257 municipalities, 15% received clean audits and 45% tabled unfunded budgets.

Peace and security (77) and social cohesion (76) are the report's highest-scoring pillars. Police data show 5,427 murders in April to June 2026, 5.9% fewer than a year earlier, while Stats SA's household survey recorded a 21% rise in households affected by murder in 2025/26, a divergence between sources the report notes.
The assessment identifies the 4 November local government elections and the Madlanga Commission's final report, due 16 November, as periods of heightened sensitivity, while stating that it does not predict electoral outcomes. It concludes that published, verifiable delivery records, rather than new commitments, offer the clearest route to rebuilding public confidence.
