Côte d'Ivoire's Trust Gap: Strong Delivery, Weaker Participation

ABIDJAN — September 2026 | Source: TRT Intelligence Institute, Côte d'Ivoire 2026 Country Assessment (TATTI™)

A new country assessment from the TRT Intelligence Institute finds Côte d'Ivoire's 2026 trust profile defined by strong macroeconomic delivery alongside a narrower deficit in citizen participation. The report scores the country 57.1 out of 100 on its Trust & Transformation Index (TATTI), in the upper part of the “Moderate exposure” band.

Fiscal indicators support that reading. The IMF completed the final reviews of Côte d'Ivoire's EFF/ECF and RSF arrangements on 24 June 2026, disbursing US$832.8 million after confirming all benchmarks were met. Headline inflation stood at 1.2% year-on-year in August, with growth projected near 6% for the year.

The report identifies the cocoa sector as the clearest point of strain. The farmgate price fell from a record 2,800 CFA francs per kilogram for 2025/26 to 1,200 for 2026/27, after roughly 100,000 tonnes went unsold and world prices dropped. Producer body SYNAP-CI filed an indefinite strike notice on 16 September, and stores in Haut-Sassandra remained closed as of 19 September.

A second area of attention is electoral governance. The Independent Electoral Commission was dissolved by ordinance on 6 May 2026; the government has since consulted opposition parties on a proposed three-body successor, with a bill yet to reach Parliament. Transparency International's 2025 Corruption Perceptions Index recorded a decline to 43 from 45.

“The state has shown it can deliver on fiscal and reform commitments, and that is recognised by lenders and investors,” said Messan Mawugbe(PhD), Lead Analyst at the TRT Intelligence Institute. “The remaining trust gap sits where decisions are made administratively but felt personally — in the cocoa price and in how political competition is organised.”

The assessment concludes that publishing the basis for the cocoa price, giving producers a standing consultative role, and releasing the draft electoral law with its consultation record would offer the clearest, verifiable path to narrowing the gap.
